Pursuant to the Oklahoma Local Development Act, 62 O.S. § 850, et seq. (“Act“), notice is hereby given to all interested persons that the City Council of the City of Tulsa will hold two public hearings regarding the proposed Woodland Hills Economic Development Project Plan (“Project Plan”) and its supporting sales tax increment district (“Increment District”). The first public hearing will be held in the Council Meeting Room, City Hall at One Technology Center, 175 East 2nd Street, Tulsa, Oklahoma, at 5:00 p.m. on October 19, 2022, and will be for the purpose of providing information, including an analysis of potential positive or negative impacts, and answering questions regarding the proposed Project Plan and Increment District. The second public hearing will be held in the City Council Meeting Room, City Hall at One Technology Center, 175 East 2nd Street, Tulsa, Oklahoma, at 5:00 p.m. on November 2, 2022, and will be for the purpose of giving members of the public an opportunity to be heard prior to any vote on the proposed Project Plan and Increment District.
The Project Plan is a project plan as defined under the Act. The project is being undertaken by the City of Tulsa (“City”) in order to provide an economic structure and funding mechanism authorized by the Act to redevelop the westernmost portion of Woodland Hills Mall and provide for general improvements to the surrounding commercial corridor. Funding for the public investments is expected to be generated by the implementation of the Increment District, which is a sales tax-only increment district. No new or increased taxes are involved.
A draft of the proposed Project Plan may be reviewed by any person interested, in the Office of the City Clerk, City Hall at One Technology Center, 175 East 2nd Street, Tulsa Oklahoma, during normal business hours from 9:00 a.m. to 5:00 p.m., Monday through Friday, and at the following web address on or after October 3, 2022: https://www.tulsacouncil.org/council-press-room/.
The Project Area is centered on the westernmost anchor tenant space for Woodland Hills Mall, located just northeast of the intersection of South Memorial Drive and East 71st Street, and then expands to include adjacent quarter sections of property along East 71st Street from approximately one-half mile west of Woodland Hills Mall and extending east to the intersection of East 71st Street and U.S. Highway 64. The Increment District is located on the parcel containing the westernmost tenant space of Woodland Hills Mall. The Increment District is a sales tax increment district, is temporarily identified as Increment District “A” in the Project Plan, and will be given appropriate numerical designations and dates for creation upon the City Council’s consideration of an ordinance approving the Project Plan following the conclusion of the second public hearing.
