Rick Westcott has served as the City Councilor from District 2 since April 10, 2006 and is in his third term.

He is married to Tammy Westcott, who is an Assistant District Attorney for Tulsa County.  They have two sons, Chris and Brandon, and two grandsons, Noah and Connor.

Councilor Westcott has a diverse background that helps him represent the citizens of District 2. He was a Tulsa Police Officer, a carpenter, worked at a bank, and spent nearly 20 years in radio. He graduated from ORU in 1989 with a BA in History and graduated from the University of Tulsa College of Law in 1993.  He has been practicing law since 1993, primarily in the area of insurance defense.

Councilor Westcott also taught as a full- time instructor at ORU for 13 years and was the Coordinator of the American Government Program.  He wrote their Pre-Law curriculum and focused his teaching in that area.

He served his community long before he was first elected to the City Council.  For more than 10 years, Councilor Westcott served on the Board of Managers for the Downtown YMCA and he has served on the Volunteer Board for the Tulsa Run for more than 12 years.  He's a member of the Townwest Sertoma and has served as an Elder in his church.

While in office, Councilor Westcott worked to increase the manpower on the Tulsa Police Department and successfully fought against the sale of the city's municipal golf courses.  He has advocated for the rule of law on several issues, such as the proper funding of Oneok Field, maintaining the right to open City Council meetings with prayer, making sure that Tulsa Police Officers check the immigration status of those who have been arrested, and preventing the illegal transfer of taxpayer funds.  He has worked for the proper funding of city street projects and their timely completion, including the widening and rehabilitation of South Lewis Avenue.  He is a strong advocate for the creation of alternative mass-transit systems such as commuter rail and connecting Tulsa to the national Amtrak system.  Councilor Westcott is continuing to work towards development of the west bank of the Arkansas River.
